Information from visual forensic inspections is often used to conclude that building performance failures are caused by construction deficiencies because visual observations are limited to current conditions that seem to indicate that construction is the only cause. Design issues, constructability, product failures, adverse or abnormal weather conditions, post-construction changes, code and ordinance contradictions, lack of maintenance, abuse or neglect, and construction deficiencies contribute to building performance failures. Detailed investigation, coupled with visual observation, is required to understand failures and fairly assign liability.Downloads
